OpenAI - ChatGPT4.
In what follows we attempt to address several basic questions about the onrushing progress with the current focus of artificial intelligence. There are several competing actors in this space. These include OpenAI, DeepMind, Anthropic, and Cohere. A number of other competitors are active in the artificial intelligence market place. But for purposes of brevity and because of the overlap we will limit focus on ChatGPT4 (CG4). Further, we focus on several salient questions that that raise questions of safety, risk and prospects.

Specifically, risks that involve or are:

• Interfacing/Access: how will different groups interact with, respond to and be affected by it; might access modalities available to one group have positive or negative implications for other groups;

Interfacing - Synthesis.

• Political/Competitive: how might different groups or actors gain or lose relative advantage; also, how might it be used as a tool of control;

Political - Synthesis.

• Evolutionary/Stratification: might new classifications of social categories emerge; were phenotypical bifurcations to emerge would or how would the manifest themselves;

Evolutionary - Synthesis.

• Epistemological/Ethical relativism: how to reconcile ethical issues within a society, between societies; more specifically, might it provide solutions or results that are acceptable to the one group but unacceptable to the other group; recent attention has been drawn to the evidence that a LLM such as CG4 may begin to exhibit sycophancy in its interactions with a user; even if the value stance of the user can be considered as an equivocation.

Underlying cultural-historical imperatives will continue to assert their presence in how these new capabilities emerge and are put into common practice. A superficial example of how these differences will remain and result in persistent differences or even conflicts are how different cultures establish norms and values.
For instance in the West and particularly the US there are innumerable examples of how so-called "youth culture" is used endlessly in public messaging such as commercial messaging as well as cinematic productions.
In East Asian cultures such as Japan or China it is the reverse. The elders are respected and revered in ways that they are not in the West. As self driving vehicles gain further traction to the point of becoming fully autonomous self-driving cars this fundamental cultural imperative will become evident. This is already evident in how automobiles are constructed for export markets. Vehicles made for European roadways and environments have very different emission control mechanism. In many cases they can not be exported as-is to the US. Conversely vehicles made in the US and exported to Europe are often modified to remove what is considered to be excessive limitations on engine performance.

• Ethical choices are culture dependent;
  • Studies have been performed that compare the differences in values regarding making life and death situations. In some cultures the imperative is to "save the most".
    
  • In other cultures, the imperative is to "save the occupants."
    

• Upshot. Fundamental and deep seated cultural values strongly suggest that tools such as the emerging classes of cognitive prosthetics will be employed for purposes that one culture might find shocking or outright unacceptable. These differences are deeply rooted in each particular culture and will continue to come to the fore as different national or cultural groups jockey for advantage.
  • Suicide Bomber. More recently Westerners have found themselves utterly astounded and baffled by the value that some Islamic culture steeped in Sharia law revere the actions of those willing to sacrifice themselves for their collective beliefs. Westerners find this cultural value to be utterly unacceptable and baffling.

• • Kamikaze. World War 2 in the Pacific demonstrated that Japanese pilots were prepared to sacrifice themselves when attacking American military ships. In many instances these flying human guided missiles struck their mark with devastating consequences and loss of life. Ultimately it did not matter that the best efforts of the Imperial Air Force wasted some of their best human talent. All that mattered was avoiding loss of face at all costs. Even if it involved ultimate self sacrifice.
